Pay increases approved for Rockwood Reeve and councillors

The RM of Rockwood will extend the roll-off bins service at Winfield Waste Transfer Station and Teulon-Rockwood Waste Disposal Grounds for another year. The monthly fee is $113.82 per bin for rental and $162.50 per bin for haul, plus the yearly average consumer price index rate in October for Manitoba.

Council will also extend the curbside waste collection services with 4570732 Manitoba Ltd. another year for $246,987.60 plus the yearly average consumer price index rate in October for Manitoba. 

In addition, council will extend the Teulon-Rockwood Waste Disposal Grounds operator agreement with Edwin Hieronymus for another year for $70,460 plus the yearly average consumer price index rate in October for Manitoba. 

In other council news:

• A public hearing is scheduled for Nov. 8 at 10 a.m. related to the conditional use to operate a rural retreat by Turning Leaf Support Services on Road 81N. The proposed rural retreat would include communal gardening as well as Indigenous services and ceremonies. The proposed development is expected to cater to vulnerable people of Indigenous descent. 

• The RMs of Rockwood and St. Andrews, along with the Town of Stonewall and Village of Dunnottar, have entered into a memorandum of understanding to conduct a waste characterization feasibility study. DJ Signmundson of The Point Guard Group municipal consulting services has conducted the feasibility study and provided progress reports to all the councils. Each partner municipality will pay 25 per cent of the required municipal contribution to a maximum of $40,000. For the RM of Rockwood, the funds will come from the community enhancement reserve.

• Council conditionally approved a request from Postime Signs to vary the minimum front yard requirement for the installation of a new freestanding LED sign from the required 25 feet to 10 feet. 

• Council also conditionally approved a request to place a temporary mobile home on a property along Highway 7. 

• Council conditionally approved several proposed subdivisions.

• Council authorized the RM to be a $1,200 gold table sponsor for the South West District Palliative Care annual gala dinner and dance. 

• The Inwood Snowmobile Club requested to enter into a landowner right-of-way agreement with the RM of Rockwood for part of the Rockwood Trail for snowmobile use. Council approved the request.

• Council gave second and third reading to a bylaw to provide payment of indemnities, mileage and expenses to reeve and council members. Effective Jan. 1, 2024, the monthly indemnity will be set at $3,000 for the reeve (up from $1,883.91), $2,750 for the deputy reeve (up from $1,583.76 ) and $2,500 for councillors (up from $1,544.23).

Each council member will also be paid $27.18 for each hour spent at a special meeting or committee meeting approved by council, as well as for each hour spent to perform any services related to the operation of the municipality and approved by council. In addition, council members will be paid a daily indemnity of $190.26 when authorized to travel beyond the RM’s boundaries on municipal business. Council members also receive $100 per month to cover costs such as internet, cell phones and faxes. These rates remain unchanged from the previous bylaw that was adopted in February 2021.

Council members also receive $0.68 per kilometre from their residence to the meeting location and for any necessary travel on municipal business, an increase from the previous mileage rate of $0.61 per kilometre.

Coun. Lana Hintz voted against the resolution, while the reeve and all other councillors voted in favour.

• Council gave first reading to a bylaw to amend the zoning bylaw.
