Calling all shutterbugs!
The RM of Rosser is holding a photo contest as part of its effort to refresh its website with vibrant images to showcase the community.
Anyone can enter by submitting high-quality photos that reflect the people, places and moments that make Rosser special. The focus could include scenic views, local events, neighbourhood landmarks or candid snapshots of daily life.
Photos featuring kids must include a permission note from a parent or guardian or be taken so that faces aren’t visible. Photos featuring adult should have verbal permission from those pictured.
Select photos will be featured on the RM of Rosser’s website and newsletter, with credit given to the photographer.
To enter, submit your photos to info@rmofrosser.com by Dec. 31.
In other council news:
• The RM of Rosser municipal office is collecting donated items for the Stonewall and District Christmas Cheer Board. Items in demand include gift cards, toiletries, pyjamas or bags for teens. Other needed items include infant and toddler toys, board games, crafts and supplies, school supplies, gently used Christmas gift bags, hoodies, sweatpants, socks and warm toques.
• The Dec. 2 committee of the whole meeting is rescheduled to Dec. 9 at 9 a.m. The Dec. 3 regular council meeting is rescheduled to Dec. 10 at 4:30 p.m.
• The RM of Rosser has a new mailing address: 77E PR 221, Rosser, MB, R4B 0C6.
“Within the RM of Rosser, Canada Post has started the process to change all box number mailing addresses to civic mailing addresses,” said CAO Larry Wandowich. “Our municipal office was in the area being changed and thus has been updated to a civic mailing address.”
• Council gave second and third readings to a bylaw for water distribution regulations. The vote was unanimous.
“Bylaw 08-25 was recently amended to include enforcement measures related to backflow prevention devices in the CentrePort area,” Wandowich said. “These updates authorize the municipality to disconnect water service in cases where required backflow preventers are not installed, not functioning properly or where testing reports have not been submitted, in order to protect public health and municipal infrastructure.”
• Council gave second and third readings to a bylaw to open a municipal road. The vote was unanimous.
“Bylaw 09-25 was necessary due to the involvement of a small piece of land owned by the CN Railway, which required proper legal dedication for public road use,” Wandowich said. “This was as a result of the railway crossing that was constructed on Red Fife Road in the InksPort development. Registering the bylaw and associated plan with the Land Titles Office documents the small piece of land’s legal status.”
• Council gave second and third readings to a bylaw for CentrePort lot grade and drainage. The vote was unanimous. This bylaw was updated as a legal administrative housekeeping process.
• The RM of Rosser renewed the mutual aid memorandum of understanding with the RM of Rockwood.
• Council approved the purchase of fibre cable internet service from Valley Fiber for the municipal office.
• A pilot project is underway to improve an ungravelled local farm access road, focusing on Road 68N to Road 4W. Council accepted an $88,056 quote from Prairie Earthworks for the project.
• The RM of Rosser has submitted an application for a Manitoba GRO grant for $165,000 to partially fund a mobile power generator project.
“The mobile power generator project was a submission by the RM for the province’s 2025 Manitoba GRO grant. If approved for a 50/50 cost-sharing grant, this project would purchase a mobile power generator and would allow for upgrading of the municipality office, CentrePort public works and fire hall, and one of the community centres building electrical systems to facilitate switching between Manitoba Hydro and external generator power,” Wandowich said. “This will enable the RM to maintain critical operations — including emergency management, fire services, public works and resident shelter support — during extended power outages caused by severe weather.”
• Council recommended that the provincial government rename a portion of a service road as Lawson Drive in front of the Lawsons’ property. This stretch of road is on Provincial Trunk Highway 101 west service road between Prairie Dog Trail and Road 6E as Lawson Drive. The goal is to help emergency services to locate addresses on service roads.
