RM of Thompson reviews tax reassessment report

The Rural Municipality of Thompson dealt with a range of administrative matters, infrastructure updates and municipal agreements during its June 11 council meeting.

Property assessor Dwayne Titchkosky presented council with the Tax Impact Report for the 2027 property reassessment, while council also reviewed draft minutes from Boyne Care Holdings and the South Central Regional Library’s 2025 annual report.

Public works updates focused on several ongoing projects, including culvert extensions, Bridge 11, gravel hauling, dust control, ditch mowing and grass seeding at Maple Park. Council also discussed a requested yield sign at Road 20 and Road 34W, road grading near Nelson Cemetery, parking signage on Scott Street by the school, road access for the Fossil Discovery site and cover work at the Waste Disposal Ground. Engineers have also begun survey work at the Waste Disposal Ground.

Chief administrative officer Melissa Brunel advised council that 2026 tax statements had been ordered and reminded members of an upcoming public hearing on the municipality’s zoning bylaw at the next council meeting.

Council approved accounts totalling $196,092.46 and adopted the April 30 bank reconciliation.

Council also endorsed a resolution from the RM of Wallace-Woodworth asking the Association of Manitoba Municipalities to lobby the Province of Manitoba for changes to Shellmouth Dam operations.

The resolution calls on the province to update the Shellmouth Dam Operational Guideline before the 2027 spring runoff, evaluate additional spillway gates and a second conduit, establish a Manitoba Agricultural Services Corporation-administered spot loss compensation program for producers affected by prolonged artificial flooding after May 15, and provide compensation for crop and forage losses, erosion, infrastructure damage, drainage repairs and land rehabilitation.

Council approved an Agreement for Consent Expropriation related to a road realignment and land exchange. The reeve and chief administrative officer were authorized to execute the agreement and related documents, subject to the required bylaw approvals and statutory processes.

Council also authorized the chief administrative officer to proceed with a subdivision application once the Surveyor’s Area Map and Status of Title are received. Members were advised that an application has also been submitted to the Province of Manitoba to expand the Local Urban District boundary to include the proposed lands.

In addition, council approved a Master Services Agreement with the Province of Manitoba for noxious weed control from May 1 to Sept. 30, 2026, and authorized the reeve and chief administrative officer to sign the agreement on behalf of the municipality.
