IIU wraps investigation into officer-involved shooting near Gypsumville

No charges authorized after RCMP arrest left man injured

The Independent Investigation Unit of Manitoba has concluded its probe into an RCMP-involved shooting that left a man injured near Gypsumville in October.

According to the IIU, the incident took place around 12:28 p.m. on Oct. 24, 2024, after RCMP officers on patrol attempted to stop a vehicle reported stolen from Thompson. The vehicle fled, prompting a short pursuit.

Police say a man exited the stolen vehicle holding what was believed to be a weapon and attempted to carjack a stopped vehicle. An officer discharged their firearm, striking the man.

Despite being shot, the man drove off in the second vehicle but soon went into a ditch. He was arrested and treated with emergency first aid by officers until paramedics arrived. He was later airlifted to the Health Sciences Centre in Winnipeg and subsequently released into police custody.

As the incident involved serious injury during an arrest, the IIU took over the investigation in accordance with Section 65(4) of the Police Services Act.

One subject officer and two witness officers were designated, and statements were collected from eight civilian witnesses.

After reviewing the circumstances, the IIU’s civilian director determined that no charges would be laid. The investigation is now closed.

The civilian director’s full report will be released once related charges against the affected person are resolved in court.
