RM of Armstrong focuses on potential overland flooding concerns

The RM of Armstrong has begun addressing some overland flooding concerns and is working on mitigation practices.  

“Some specific locations have been identified,” said chief administrative officer Colleen Mayer. “We work on a process of saving lives and structures as far as prioritizing.”

If any residents have concerns, Mayer suggests that they contact the RM office or their local councillor.

In other Armstrong news:

• The RM of Armstrong sold 30 parcels of vacant land in January to Buffalo Prairie Inc. The RM bought $2.4 million worth of GICs for 12-month terms as of April 1.

“These parcels, located in the northwest area of the municipality, were RM-owned vacant property,” Mayer said. “Council passed a resolution on how to proceed with the land sales, and administration moved forward a per council’s instruction.” 

The RM placed ads in the local papers and on its website to accept tenders. The tender closed on Jan. 7, and council held a special meeting to open the sealed envelopes on Jan. 13 to open the sealed envelopes. Buffalo Prairie Inc. was the successful bidder. The property has now been transferred, and council decided to buy GICs with the proceeds.

• Council approved a quote for $8,900 from Loewen Drafting to create design drawings for the new Fraserwood firehall. 

“We are in early stages of this and have just seen preliminary drawings. Once design in complete, we will work towards hiring a general contractor to oversee the project,” Mayer said. 

“It is council’s hope to have this built in 2027. Some of the monies acquired through the sale of vacant RM land will be used to construct a new firehall. Council is also seeking a location for the new firehall to operate from, but it will be in Fraserwood.  More information will be available as the project moves along.”

• Council conditionally approved a request for CKT Contracting to operate an automotive and recreational vehicle repair shop from their location on Road 4W in Inwood. The conditional use request was to allow for the existing shop to conduct public vehicle repairs and government safeties.

• Council approved the payment of the 2026 levy amount of $6,806.47 for the Interlake Veterinary Services District Board. 

• Council agreed to purchase ads in the Stonewall Teulon Tribune and Express Weekly News for 2026 at a cost of $1,626 plus tax. The ads will be for Mother’s Day, Father’s Day, Canada Day, grad congratulations, National Day for Truth and Reconciliation, Remembrance Day and a Christmas season message. 

• The RM is transferring $275,000 to reserve accounts with $5,000 to the election reserve fund, $50,000 to the snow removal fund, $115,000 to the fire equipment reserve fund, $20,000 to the public works reserve fund, $50,000 to the flood mitigation/capital reserve fund, $15,000 to the waste management reserve fund and $20,000 for the general reserve fund. In addition, council approved a transfer of $742,000 to the land sale reserve fund due to an unaudited surplus in 2025 due to land sales.

• Council approved the placement of a swing set at the Fraserwood Heritage Park. 

• Council agreed to implement changes at the Meleb Waste Disposal Site and the Inwood and Chatfield transfer stations based on recommendations by administration. In December 2025, council approved recommendations on a study completed by ECS Environmental Engineering. They’ll begin working on those recommendations in the next month or two.

• The RM of Armstrong has two scholarships available to permanent residents of the community — one for university and one for post-secondary education. Council agreed to increase the amount to $500 each from $300 each for 2026 high school grad. 

• The RM of Armstrong will upgrade its Windows Server 2016 licence to Windows Server 2022 at a cost $1,796.06 plus tax. 

• Council approved the selling of a property to the Chatfield Community Club for the price of $1. The hall assumes all costs for legal and land transfer fees. The property is located between two Chatfield Community Centre parcels of land.
