Council approved a $35,000 charitable grant for the Warren Collegiate track improvement project. The RM of Rosser will be recognized for the donation on a sign at the track.
In 2025, representatives of the Warren Collegiate Institute fundraising committee presented their plans to council and identified a $35,000 shortfall for the project’s next phase.
“As Rosser council is committed to supporting initiatives that provide regional benefits for our residents, and because Warren Collegiate is the high school attended by students from Rosser, council supported this project so current and future students can enjoy the new track for years to come,” said CAO Larry Wandowich.
In other council news:
• Council approved a $10,000 donation to the STARS Foundation as an entertainment sponsor for the Night with the Stars gala, which took place May 28 at the Royal Aviation Museum of Western Canada.
• Council also approved charitable donations of $500 each to the Stony Mountain Métis Local and the Stony Mountain Community Foundation.
• Council approved work to expand the Valley Fiber network in areas that include Road 70N, Road 69N, Road 68N and Sturgeon Road. Valley Fiber or its contractors will be required to restore municipal rights-of-way to their original condition or better and repair any damage caused by the installation.
• Council approved the purchase of a one-ton truck for the public works department for no more than $80,000 plus tax. The purchase will be funded through the machinery and equipment replacement reserve.
• Council authorized the purchase of a 2026 CAT Next Gen wheeled excavator from Toromont CAT for $518,122.46 plus tax. The purchase will be funded through the equipment replacement and capital lot levy reserves.
• Council authorized the purchase of a 2026 grader wheel profile packer assembly from Handy Hitch for $29,484.50 plus tax. The purchase will be funded through general operating funds and the capital lot levy reserve.
• Council members and representatives are authorized to attend the 18th Annual Ralph Eichler Charity Golf Tournament in Teulon, with expenses paid by the municipality. The RM will also donate four $50 gift cards. The tournament was originally scheduled for June 12 but has been postponed to July 3 due to the impacts of the recent storm.
• Council approved a request from the City of Winnipeg’s water and waste department to amend the approved transport route for its biosolids program due to provincial permitting issues involving Provincial Road 221. The city submitted a proposal to operate a biosolids field storage and land application program in the RM of Rosser in 2026, involving a combined total of 478 acres of agricultural land.
• For the 2026 municipal election, voting officials will receive $300 per day and assistant voting officials will receive $250 per day, plus a $50 flat rate for training and 61¢ per kilometre for mileage.
• The RM of Rosser will enter into an interim agreement with Tapper Cuddy LLP for integrity commissioner services. Council members may consult individually with the integrity commissioner regarding conflicts of interest and other related matters.
In 2019, Rosser council decided to retain legal counsel to fulfill the role of integrity commissioner for council members. The integrity commissioner can provide written and oral advice to individual members of council on questions related to the code of conduct, The Municipal Council Conflict of Interest Act and other bylaws, policies or legislation governing the conduct of council members.
The integrity commissioner can also provide specific and general opinions and advice on bylaws, policies, protocols and legislation regulating the conduct of council members, as well as issues of compliance with those requirements.
“This would help council members decide on any conflict, compliance or conduct matters that the council member may have to declare,” Wandowich said. “This service is set up for council only and not for staff.”
• The RM of Rosser purchased two 16-inch pots and two 11-inch pots of fall mums from Grosse Isle School’s Glenlea Greenhouse spring fundraiser for $119.56 plus tax. The pots will be delivered after Labour Day and displayed at the RM office.
• Council authorized the purchase of a 12-by-20-foot cold-storage shed from Horizon Storage Sheds for $12,724.22 for the public works department.
• The RM of Rosser sent a letter to Health, Seniors and Long-Term Care Minister Uzoma Asagwara in support of the personal care home project in Stonewall. The RM of Rosser is one of four partner municipalities — along with the RM of St. Laurent, Town of Stonewall and RM of Woodlands — working toward the development of a regional personal care home in Stonewall.
Rosser has participated in the regional working group since early 2023.
“Rosser shares strong population ties and service networks with the Stonewall community, and many residents rely on Stonewall’s health services, long-term care facilities and community supports,” Wandowich said.
“We believe that investing in long-term care infrastructure is both timely and essential, and that Stonewall is an appropriate and strategic location to serve residents throughout the Interlake region.”
