Rockwood reeve reflects on successes, challenges

The RM of Rockwood was a hub of activity in 2024, with much to look forward to in the new year. 

For starters, the RM announced the expansion of Sapphire Springs, a large-scale fish farm located on Road 87N. The project is valued at $145 million. The company aims to build the world’s largest inland recirculating aquaculture system. 

In addition, Rockwood welcomed more than 30 new housing starts in 2024, and the 2024 assessment increased in value by more than $52 million. 

Rockwood Reeve Wes Taplin also noted that the RM tendered a forcemain and lift station for the Stony Mountain area. 

“The tender was awarded to Taillieu Construction and installation started in the spring of 2024. This is to accommodate approximately 1,700 new doors in the Stony Mountain area (north of Allard), which will be known as West Ridge Lakes. This new area is in the process of being rezoned, with a distinguished zoning category of CM-1,” he said. 

“The RM is excited to see the growth in the West Ridge Lakes area, as well as the growth in all the other five communities.”

The RM has partnered with the Kenaston Developments and formed a community development corporation. The first step of the building process will be the construction of a seniors housing facility to begin in late spring or early summer of 2025.

“The RM proceeded to install a massive infrastructure utility upgrade without any financial support from the provincial or federal governments,” Taplin said. 

“The seniors housing is a project being completed without any provincial or federal financial support.”

When it comes to challenging situations, Taplin pointed to Plan20-50 and the importance of understanding the concept of a regional plan, which encompasses 18 municipalities including the City of Winnipeg.  He noted that the provincial government announced a bill that would allow municipalities to opt out of the current plan and proceed to implement a reset of a regional plan. 

“Until more information is given to what opting out means to the RM, we cannot make an informed decision as to what direction Rockwood will take,” he said. “This is of extreme importance to our residents.”

In addition, the RM faced numerous hurdles with its 2024 budget due to the increased cost of machinery pricing and roadway material. As well, the RM is working to keep up with allocating funds to reserves to meet future growth.

Another challenge relates to the municipality’s interactions with the provincial Mines branch. 

“The RM of Rockwood is the largest producer of quarry mineral deposits in Manitoba. Leases from the Province of Manitoba are at least two years behind, and moving forward with current projects have been challenging,” Taplin said. 

“The change of government in 2023 and recent portfolio changes in 2024 have increased the difficulty of provincial contacts.”

At the same time, the RM has been working with the provincial government to implement a community safety officer position in 2025. This position would enhance the bylaw enforcement portfolio and allow Highway Traffic Act enforcement with the ability to issue provincial tickets through the Provincial Offences Act.

Looking ahead at 2025, Taplin shared a heartfelt message with Rockwood residents. 

“The RM of Rockwood would like to thank all of the residents for their patience and understanding while we work together to build our communities. We encourage anyone with questions, concerns or comments to please contact the municipal office,” he said.
