Woodlands Council news in brief
At the Nov. 12 regular meeting, the Woodlands Council authorized the Warren Communities in Bloom (CiB) committee to apply for the 2024 Tree Canada Grant for the Lions Park in Warren. The grant covers 100 percent of the costs, up to $10,000. The RM has authorized a loan to the CiB to cover any grant holdbacks. CiB is still working on getting quotes.
In other council news:
Council passed the first reading of a bylaw that regulates the deposit of waste on public or private property, regulates and controls the use of solid waste disposal facilities, and establishes fees for the delivery of waste to the solid waste facility (the Transfer Station).
– Council passed the third reading of a bylaw to establish an administrative penalty scheme for enforcing certain bylaw contraventions and an adjudication scheme to review screening officer decisions. This was an existing bylaw under the Municipal Bylaw Enforcement Act. The RM is updating it to apply to more bylaws, to have an updated penalty scheme with a reduced payment option, and to provide for the issuance of formal warnings.
– Council gave second and third reading of a bylaw to establish various positions as designated officers, giving certain employees the authority to act on behalf of the municipality under the Municipal Act. It was an existing bylaw that needed to be updated to reflect current positions.
– Council passed the first reading of a bylaw to create and regulate an off-leash dog park, already established, in the LUD of Warren, near the Arena. The Dog Park is managed by the LUD Committee, who drafted this by-law to ensure it is managed effectively.
– Council entered into an agreement with RFNow Inc., to allow permission to run their fiber lines through the municipal ditches. There is no cost to the municipality for this agreement. The resolution approved a route on 2W from PR 323 to just south of Road 79N.
– Council sponsored the Warren Curling Club’s 100th Anniversary Social and Bonspiel for $500.
– Council reduced the price of the RM of Woodlands History book “Where We Are” to $65, including GST, as a Christmas promotion. The RM will advertise the book promotion in the local papers. The promotion will end on Dec. 20.
– Woodlands council entered into an agreement with GrantMatch to assist with grant sourcing and grant writing services. The company charges 10 percent of any approved funding up to $1,000,000 and five percent of funding approved over $1,000,000. The RM will not be charged the fees if they do not get approved for the grant that they applied for, for which they have used GrantMatch’s services.
– Council appointed Lori Schellekens as administrative penalties screening officer.
– Council proclaimed Nov. 27 to Dec. 1, as Municipal Government Awareness Week.
– Schellekens, the municipal emergency coordinator was authorized to attend the Manitoba Association of Municipal Emergency Coordinators – Municipal Emergency Coordinator Training Program Module Two Hazard and Risk Assessment on Nov. 21 virtually.
