Stonewall council news in brief
A proposed subdivision in Stonewall tweaked its plans to include fewer residential lots.
Council approved the original subdivision of Global Homes Ltd. in August 2022. This original plan included 31 residential lots that would be accessed from two public roads. The plan also included the extension of 8th Avenue South and 9th Avenue South.
Since then, the company has submitted a revised subdivision that would create 21 residential lots on a 14.36-acre property. The new plan still includes access from two public roads and the extension of 8th and 9th Avenue South.
Following a public hearing, council approved the request.
In other council news:
• The Town of Stonewall has been working for several years with Danica and Abby’s Village, an organization that honours the memory of Danica DeLaroque and Abby Margetts, whose young lives were lost in separate accidents. One of the initiatives of Danica and Abby’s Village is to place Buddy Benches in Manitoba communities, including several in Stonewall. The town is now looking at placing a Buddy Bench in the northwest corner of Archie Grey Park and has reached out to neighbouring property owners to invite them to an upcoming meeting to discuss any concerns.
• Council approved a temporary street closure for the annual Quarry Days festival. Main Street from 2nd Avenue North to 3rd Avenue South will be closed from 8 a.m. on Wednesday, Aug. 13 until 10 p.m. on Sunday, Aug. 17. All associated fees will be waived.
• Council approved a request from Dr. Kelly Andrusko from Red River College Polytechnic to close a road for a Play Streets event. On Tuesday, June 14, 1st Street West will be closed between Centre and 1st Avenue South from noon to 4:30 p.m. All associated fees will be waived but the approval is subject to the organizers obtaining $2 million in liability insurance. In addition, the town will provide a $150 grant for the Play Streets event.
• Manitoba Water Services Board has requested that municipalities identify new water and sewer projects under consideration in the next two to four years to assist with the board’s capital planning process. Town of Stonewall is submitting the sewer and water servicing project for the personal care home and age-in-place campus site and surrounding lands in the amount of $5 million for consideration by the Manitoba Water Services Board.
• The town will pay $5,360 plus tax to Avent Pro to provide audio-visual equipment and services for the special meeting of council on March 3 at the Heritage Arts Centre. The purpose of the meeting is to consider first reading of a general borrowing bylaw for the construction of a new reverse osmosis water treatment plant, new water supply reservoirs in Stonewall and Warren, new supply wells and a water supply pipeline from Stonewall to Warren.
• At a special meeting, council adopted the consolidated financial statement for the period ending Dec. 31, 2024, and the PUB Schedule for the Stonewall utility.
• Council also approved an application to the Public Utilities Board for a $23,018 utility operating deficit for the year ending Dec. 31, 2024. The deficit will be recovered using existing surplus funds, which had a balance of $15,377,970 as of Dec. 31, 2023.
• Council would like to increase the use of active transportation options to ensure people of all ages and abilities can access jobs and services. The town recognizes that it needs to improve its active transportation infrastructure. One way to do that could be through a capital project to build a new multi-use path with lighting, greenery and benches to connect with existing sidewalks and active transportation pathways. Council approved an application to the Active Transportation Fund for capital projects, and the town will make a financial commitment to provide 40 per cent of the funding the project for eligible expenses.
